Troubleshooting why running/interior/dash lights not working?

Was towing a trailer when all running/interior/dash lights just stopped working. Have power though fuse block to dash switch assembly power though it. Turn signals/break lights/headlights all function okay. Before I start cutting wires and running new harness wires. Is there something I'm over looking cause if it's a short the fuse should blow. Any suggestions or if anyone has had this problem and fixed it.

Do the horn and cigarette lighter still work or also not as well?

Just verifying that you checked that fuse #12 is OK as this the one that feeds power to the running lights?

You didn't state the year model but this fuse feeds the Horn Relay, Horn Feed, Cigarette Lighter and the Parking Lights in a 1994 model

1998 Chevy 3500 c/k 454 4wd heavy duty with towing package. Yes horn cigarette lighter works fine. Wire diagram colors don't match harness installed in truck I have power coming out of switch assembly on dash I feel they should work. But I don't get power on any of the running lights cab lights or dash lights. All gauges work. I'm thinking I might have to pull instrument dash panel to get access to harness an where it splits off to feed the running lights. Was thinking of running a test wire from light switch where I got power up to and back feed from trailer hitch plug to see how much lights up. Thanks an any ideas reply back.
