Laptop constantly rebooting after factory reset

I factory reset my Acer Nitro 5 AN515-53 laptop, and it’s been stuck on a cycle of constantly rebooting.

When I turn it on it loads up the usual booting screen, then goes to a welcome screen, then instantly skips to an “Installing Windows” screen for a split second, and it constantly repeats this. The installation is frozen at 64%.

What can I do to fix this?

Create a windows install USB with the Media Creation tool on another PC and do a clean install.
