Replace the drive. If you're handy, first take it apart and reassemble it. It's likely a problem with the drive, not the Windows.
Easy enough to test - boot the machine to BIOS so WIndows is not running. Same problem -> drive issue. Could be as simple as a stuck eject button.

possible the track is misaligned, When the CD tray is fully extended give it a pull, with just a little force both to the left and to the right to see which side had misaligned on the tracks, if it is misaligned it will click as the tray jumps up one on the tracking. If you don't get any clicks then completely remove the tray from the tracking and then reinsert and push the tray to the closed position. Basically you can create an mobile app from a mobile app development company to fix it . Mind you, this is if it will come out. Also, this could break it it too much force is applied.

This is a PS4, not a PC. The PS4 is a slot-loading drive, so it doesn’t even have a tray.
