Try a power refresh and check if that works.
Disconnect the power from the PC and then press and hold the Power On button for a full 30 seconds, then release.
Reconnect the power to the PC and check if it turns on.
If still no good, try a full power refresh:
Disconnect the power from the PC.
Open the PC and remove the coin cell RTC battery from the motherboard. Here's an image from Step.3 the ifixit HP Pavilion 21 TouchSmart All-In-One PC Rear Chassis Fan Replacement guide that may help to show where it is. (Measure the voltage of the coin cell RTC battery when it is out - if it is <2.6V DC replace it. It is a CR2032 battery that is commonly available everywhere e.g. supermarkets)

Hold the Power On button for a full 30 seconds, then release.
Reinsert the RTC battery, (+ve side up), close the PC, reconnect the power and turn on and check.
