The iPod will not normally connect to the PC until sufficient charge is in the battery to sustain a connection.

May be a case of a flat or faulty battery. Power off the iPod, connect to your PC or wall charger and leave it a while. Does the battery indicator illuminate on the screen? Does it appear to ever charge? If it seems to charge but the indicator drops quickly when it iPod is powered on then that would suggest a dud battery.

ID your iPod then you can get specific info on the battery and replacement procedure.
