Does it do this all the time or only when data transfer occurs i.e. when signalling online?
At lot of LAN ports have lights to indicate that data is being transmitted/received.

@jayeff No it might be an error code as the laptop isn't working or the mobo is cooked.

You will need to find the schematic for the motherboard and start from the beginning as to why it's not turning on.
What is the make and model number of the motherboard?
