So I somehow must of accidentally killed this chip damaged it enough to break it from the board, Can somebody tell me what it is and what part do I need to replace it? Can it be fixed with some wire and solder or do I need a new chip for it?

Your images is showing a section of the main logic board near the Toucvhbar connector. So the question is did you have a liquid spill or drop something (screw) onto the logic board when it was open?

This looks like a short as the resistor appears burnt. While replacing it will take some skills it may not be the root issue.

@danj That is correct about the logic board near the touch bar connector. I also thought the same thing about the resistor. No screws or liquid touched the board at the time though. The resistor did fall off actually as that is a bit of an older photo and after testing with a multimeter it came back to show me that all of the other resistors are working fine which explains why the touch bar displays correctly and just wont respond to touch.

Could this just be replaced by connecting the two pads without the resistor or should i actually go through the effort for the resistor?

Please don't do that or think jumping a resistor will fix things. If anything you could make things worse! The resistor overheated as too much power went though it - Time to find someone with the deeper skills to fix your system.
