Reinstalling Windows is the only option. Windows 7 is a good option, though a little old now. Windows 10 could work, too.

Do you have any important data on the hard drive(e.g. family photos, videos)?

Iv taken away all what I consider necessary…I just want to format my laptop. But this error code seems complicate and i don't know what exactly to do. Any suggestions?
