Volume down button doesnt works

After replacement volume flex (iPhone 11) volume down button still doesnt works… Where is problem?

unfortunately, it is impossible to tell from the tea leaves why something does not work without a credible genesis. You are not writing about the last moments of the phone, this information is very important.
Sometimes the connector does not connect properly, sometimes something is blocking the contact of the pins. You have to look inside and check the current and resistance parameters with a meter. These are the basic activities when working with microelectronics. By far the most common are similar cases after the phone has been dropped and crashed. For this reason, separate (desolder) the board layers and check the readings at the top of the interposer. In most cases, replacing the solder solves the problem. In your case, I would check the motherboard in a different, trusted housing first - to rule out the possibility of damaging the tape and the volume switch.
