I would recommend replacing the brake wire that is frayed, which if you know what you're doing can be a cheap and easy fix. Otherwise, I would recommend taking it to a local shop that knows how to repair walkers, or a normal bike shop as bike brakes operate using a similar mechanism and the employees should be able to help you.
