When my battery is in, it blinks 3 times without power,

When my battery is in, it blinks 3times without power, but when I take It out and plug to power adapter, it comes up...

What's is the problem and what can I do to resolve it.

The battery has a bad cell. you will need a new battery. if you can’t find one carefully open the battery case and you will find the battery pack or cells. they will have numbers on them. I think that this one is a series of 18650 lithium batteries.

I have a new battery but nothing changed, still flashes light by the power port when the battery is inside and I press the power button.

Is it one of the older Compaqs, Compaq consumer (post 2007 HP) or HP Compaq (Business)? The issue with these back then on the consumer side is they were always “budget HPs” with binned parts so they often had more OOW issues then the HPs of the era. It sounds like you have one of the HP Consumer era units. The HP Compaq Commercial units are tanks.

Next thing I would try is to remove the CMOS battery and hope for the best, but it’s probably a bad motherboard if a new battery didn’t help. I had one fail almost before the warranty expired in high school due to the lower quality parts, since they’re so cheaply built sad to say. Sometimes the BIOS just needs a physical reset and it sounds like there may be something funky in the CMOS RAM.

Yah I tried removing the CMOS, that didn't work too... That should be a serious hardware yea, aiy... Can't I get a hardware fix as regards to that? Maybe run some wires to ground it or something... Notice when I put the battery, I see spark at the battery ? connector pins (transient) which is quite unusual. I believe there is a component that is bridging and resulting to this non powering on battery (DC) but powering on AC.
