New iPod Touch 4th gen won't charge

I got a unused Ipod Touch 4th generation, but it won’t charge. When I plug it in, the charging screen will come on for a few seconds, then the Apple logo, then a black screen. Then it would repeat with the charging screen, logo and black screen. It hasn’t been recognized by iTunes. Holding the Sleep/Wake button causes the screen to flash as if it is shutting down/restarting, but it just goes back to the repeating pattern.

A device that is almost 10 years old is hardly “new”.

When a li-ion battery has been depleted far below its threshold, it can no longer be safely recharged, therefore the battery will permanently lock itself out and you will have to replace the battery to get it working again.
