Just confirming that you have proved that it is not a software problem?
What is the status of the webcam as shown in Device Manager?
To get to Device Manager in Win 10 press the Win key + x key (both together) and then click on the Device Manager link.
When in Device Manager find the camera hardware listed under either the Cameras, Imaging devices or Sound, video and game controllers category.
When you have found the camera entry right click on the entry and select Properties > General tab and check what it says in the Device Status box.
If it says that this device is working properly right click on the hardware entry and select Uninstall device and follow the prompts. Restart the laptop in the normal manner and let Windows “find” it again and reinstall it and check if it now works.
If there is a yellow exclamation mark next to the camera hardware entry in Device Manager then you have a driver problem. Right click on the entry and click on the Update driver link and follow the prompts. You need to be online for this to work.
If there is a red cross next to the entry, right click on the entry and select enable device and check if it now works OK.
