dell latitude will not boot

when i try to turn it on all the lights on the keyboard turn on and off and the caps lock light blinks and then it turns it self off

Does it do this with the charger connected?

Try the following:

Disconnect the charger if connected and then remove the main battery from the laptop. Here’s the Ifixit Dell Latitude D610 Battery Replacement guide that shows how to do this.

Press and hold the laptop’s Power On/Off button for a full 30 seconds and then release it.

Reinsert the main battery and connect the charger.

Turn on the laptop and check if it starts OK.

If still no good do the same as above but also disconnect the coin cell RTC battery from the motherboard before pressing the Power On/Off button etc. Here’s the owner manual for the laptop. Click on the coin cell battery link in the Contents to see how to disconnect the battery. Remember to reconnect the coin cell battery when reassembling the laptop.

You may find that when doing this that if the laptop starts OK there will be a message about the date and time being incorrect. This is normal as the BIOS has been reset back to factory default. Once the date and time have been corrected it won’t appear the next time the laptop is started.

Also if the same no start problem occurs again at some time after this, you may have to replace the RTC battery (non rechargeable Lithium battery - lasts about 5 years). A low battery can cause the BIOS to become corrupted preventing a normal start.
