Virgin Mobile calls to Bell Homeline don’t activate their voicemail

Both mine and my husbands IPhones with VIRGIN will not activate a certain Bell home phone voicemail … any ideas as to why.

Other cell phones with Virgin do (older iPhone and also a galaxy one as well ) ?
