Battery shows empty but checks fully charged with a meter.

RCA tablet RCT6103W46 The display shows the battery is empty but I checked the battery in circuit and it shows 3.64V. When I turn it on the display shows an icon of an empty battery then it shuts back off. When the charger is plugged in the tablet shows the battery charging and I can turn on the tablet and use it ok. I first thought the battery was bad but it isn’t.
