Is it safe to repair smartphones on static electricity surface?

I ordered an "esd" silicone mat from China to do my repairs on but it came charged with a high amount of static electricity that makes my hairs stand. Is it safe to repair smartphones on it? (I'm using an esd wristband)

not sure. Never had a phone die to static while fixing. I wouldnt personally, because thats a lot of static. Heck i fix phones sometimes on the carpet if im desperate lol. I usually opt for a desk though

I assume the static was from the packaging, after a day at the static faded a bit but I don't know if silicone is good enough to not accumulate more charge overtime
