Can't format new hard drive

So I purchased a new hard drive because the last one was broken (couldn't get past the white screen with the apple logo) I got the seagate momentus 7200 750 gb 7200 rpm Sata 3 gb 16 mb cache 2.5 inches

When I start up from the install osx disk and go to disk utility it won't let to format the hard drive so I can install osx on it.

Answer this question I have this problem too

Options

Use the jumpers on the pins to slow the drive down from 3 GB to 1.5 GB
