The TouchID unit is bonded to the logic board electrically. The logic board won’t accept the wrong TouchID unit. Apple designed it this way to protect your systems content from people or government spying.

Look at it this way… the TouchID unit and the fingerprints it stores is like your cars fob & keys you need both to gain entrance into your car and drive it.
