Does it work with ethernet cable?

Try upgrading your netcard drivers.

Device manager->network adapter->right click on adapter->drivers->udate driver (automatically)

What is the model number of the laptop?

Have you tried pressing the appropriate functions keys (Fn + F? - varies between model series as to what the other key is F2, F9, F10 etc) both together to check if this turns the WiFi on?
