My car steering wheel and front passenger tire vibrates when I acceler

I just had a tire put on. A used 35 dollar tire now when I accelerate my tire and steering wheel vibrate. Should I take it back?

Options

Did they balance the tire before they installed it? An out of balance tire will cause all sorts of shaking.
