My brother using iPhone 7 (iOS 13)
This is the case, He can't perform any activity on the existing photos or videos in the device. My brother said that it must be the camera roll crash. What should I do to fix this? Can I be able to get his photos back?

Try backing up the phone with iTunes (or finder on macOS Catalina). Try hard resetting the phone by holding power + volume down until the apple logo shows up.

How much space does he have left on the phone? Check in settings then general… if it has no space left then the phone will crash. Try connecting it to a computer and backing it up there or do an icloud backup from the phone, this will save off any photos on the device. If even trying that crashes it then I would suggest to delete a video as those take up the Most space. Let us know how it goes. ?

23GB is free on the phone. Still Crash. iCloud backup impossible to do somehow,it started and I see ‘impossible to do backup,try later’
