My idle revs up and down until you put it in drive then smooths out.

When I start my 99 cl the idle revs up and down on a consistent level until I put it in drive then the idle remains constant. Could this be my idle control valve? I'm lost

Options

Either you have a faulty idle air control valve or you have a vacuum leak somewhere
