Game installation stopped error 0x8007045d

After formatting the original hard drive (removing the hard drive, formatting each partition in disk management on windows and running the offline update) and resetting the console and removing all games and apps. I still receive error code 0x8007045d for any game i try to install.

I have even ordered a new 2TB seagate, ran the batch file created by XfiX on gbatemp.com and the installation goes smoothly, the only issue that persists is the 0x8007045d code for every install.
