Why is my tv screen is flickering

So my tv is flickering in a horizontal phase like crazy, its just flickering, it never goes dark, it has those like rgb lines flickering, no its not like a broken panel line, sometimes the screen goes normal for a seconds, then its flickering again, it always happens, when i just watching my tv channel, or when im watching youtube
