Is this the right specs for upgrading an 8 gb RAM mac mini?

No. That is the incorrect speed for the Mac mini’s system.

You would need :

  • 2666 MHz PC4-21300 DDR4 SO-DIMM memory
  • 260-pin
  • Unbuffered
  • Non-parity

Its recommended that you setup the ram in these configs :

  • Two 4gb sticks (total of 8gb)
  • Two 8gb sticks (total of 16gb)
  • Two 16gb sticks (total of 32gb)
  • Two 32gb sticks (total of 64gb)
