What happened? Did you pop off the the keycap?

Most of the time the keycap is broken or not put on correctly.

actually both right return and shift keys not working. removed keycap and tried cleaning with contact cleaner and blowing out debris. replaced keycaps, still no go. left shift functioning. also, when using external usb keyboard, right return and shift key work (on external keyboard.) (posted by jmkbaldwin2003, not caseyark) thanks

Sounds like you didn't put the keycap back on correctly.

Unlike the letter & function key types the larger keys have a bail-wire to stabilize it.

If you don't put the bail into the slot it will block the key from traveling down fully. If you force the pressure you'll damage the parts which can also make repairs harder as you'll likely need replacement keycaps.
