There is a fix for this. As there is a repair guide, you should be able to repair this issue, firstly, the touchscreen may be a bad connection to the motherboard, id advise you to first find a repair guide for the Galaxy TAB 4, secondly, once you feel confident, you then take off the back cover, find the touch/lcd connector, take the connector off, put it back on, if this doesn’t resolve your issue, then buy a new screen, put it on the frame. If this doesn’t fix this issue, then it needs board level repair, secondly, check the volume buttons, are they connected right? Check for that, you can find replacement parts anywhere, and good luck on your repair! Merry Christmas!
