I did a factory reset and now it wont let me go thru the set up

I did a factory reset on my rca Galileo pro and reboot . Now it wont let me go thru the set up it keeps taking me back to the wifi screen but I check the wifi and says excellent signal. What can I do

Ok I forgot to mention its telling me Google play store has stopped
