Why will my touch screen on the radio not work when cold

When it is cold out my touch screen does not work and the buttons on the back of the steering wheell do not work either how can this be fixed?

when you say cold do you mean when the car first starts in the morning or throughout the day when its cold and the car has heated up and has been running for over half an hour?
