Most common cause of this is broken or stuck shift safety latch. There’s a lock mechanism that prevents you from shifting out of Park until you press on the brake pedal. That lock mechanism can get stuck or broken and then you can’t shift out of Park. The fix usually involves accessing the shift lever mechanism or in some cases repairing the brake pedal switch. In rare cases, it’s an ECU reflash but usually it’s a mechanical switch failure.

The shift lock mechanism has 2 parts: a mechanical lock under the center console attached to the shift mechanism; and an electronic switch at the brake pedal up under the dash. The whole system is controlled by the car's main computer (called Electronic Control Unit, or ECU). I'm not sure where the ECU is on your Passat, but it's probably up under the dash, in the center console, or under one of the front seats. You can check the integrity of the brake pedal switch and shift lever lock mechanism, but ECU problems require a professional with specialized equipment.
