The camera clarity of my iPOD Touch 4th Generation is very poor compared to my BlackBerry Bold.
IS it really poor or is there any issue with my iPOD Touch 4th Generation.

This is going to be an issue with a dirty lens or damaged camera. The fist thing to try is cleaning the lens on the outside of the iPod, along with checking for scratches. If you clean it and it's still dirty, the camera module is at fault. You are going to have to replace it.
Here is the guide on taking the iPod apart to replace it if it's not dirt.
