TV Flashes green light 10 times, blank and vertical lines

I found this tv next to the dumpster in my student accomodation, its a 39 TH-L39EM5A, and visibly it’s in good condition. I took it inside and when its plugged in there is a solid red light until you press the on button, it then flashes green 10 times. The screen will flash white for about half a second, before going to a blank black screen, but its stil on. Coloured vertical lines will occasionally appear and dissapear for a few seconds over the screen.

I have a bit of technical experience with computer systems, but not TV’s/Monitors, so I decided to give it a crack. I unscrewed it and haven’t noticed any immediate issues, it all looks okay in the back, but I’m not too sure what I’m looking for. I found the old owner and he said he just discarded it because it wasn’t working, didn’t bother investigating it. I searched up some possible issues and haven’t found the same case anywhere, I’ve tried fixes like using a makeup brush and a vacuum and while it made it a bit more colourful, it didn’t fix the issue.

The previous owner said that it stopped working about a week after someone used some cleaning spray on the front.

I’m happy to spend a little bit of money on it, but if you could reccomend some other solutions aswell, that’d be excellent.

@preownedoyster it is important to know if it blinks when you plug your TV in or if it blinks when you turn the power on. The power LED blinking ten times is indicative of issues with the voltages on Sub 5V, Main 3.3V, DTV 9V or the Tuner Power and the board in question is the "A-Board". Also, make sure that your units fan and airflow is not inhibited. Once you have the back open, check the fans (if so equipped) and clean the unit if needed off all dust and debris. Start off by removing the rear cover and check for any obvious damage. Post some images of your boards with your question. That way we can see what you see. Use this guide for that.
