Crash on boot up

It keeps either crashing and restarting or showing the screen in the image attached what is going on any ideas?

I also tried to install a new version of windows thinking the old one is bad but it crashed doing that too...

Is it possible that you could translate into English what the error on the screen is saying

@taylor13 try and get into your BIOS (Basic Input Output System) and see if you can read the writing in that. If so then you may need to consider setting the boot order to USB or optical drive. Once that is done restart your computer with a Live CD Linux distro or USB version. See if that displays properly. try an external monitor as well and see what you get. This could be an error with your motherboard as well as a monitor error as well as your OS. Time to narrow it down so let us know what you find out.
