I cannot delete photos in gallery
I open the photos in gallery, and delete it, but it gets restored after.

Sounds like it might be on the cloud. Click one of the “phantom” photos, then click the 3-dot menu and go to “Details”. It should give you the location from there. Delete it from whichever cloud it’s finding it on.
