Can do you repair a rubber linning of a rain jacket?

The rubber linning of my rain jacket is peeling around the neck and shoulders. Can it be fixed?

I just ordered (HeatnBond Liquid Vinyl Water Proof and Stain Resistant Gel Coating, 8.68 oz) from Amazon and will try this on an old North Face rain jacket, has anyone tried this to "re-rubberize" the inside of a rain jacket?

Check first to see if the product is covered under a warranty. High performance products often are.

TLDR Probably not cost effective to repair otherwise.

The water shedding, “breathable“ membrane starts to de-laminate due to a combination of UV exposure and evaporated body oils. You might be able to remove the membrane but then restore with what exactly? Assuming it will effectively bond with the substrate, Spray on exterior silicone sealants can be utilized with varying success.

In either case, you will still not obtain the original performance, breathability, so you won't be as

comfortable.
