top of screen wont sit flush?

I have removed all the adhesive and replaced with new stuff and i cant get the top of the screen to sit flush. Everything seems to be nice and secure under it. What is the purpose of the metal piece that you have to reattach to the new screen? Does that lock into place somehow?
