Horizontal lines across tv

There are two very noticeable horizontal lines a little above the middle of the tv. Under the lines there is discoloration/thin lines (you can notice this more on the fubo tv app on in the picture)

I have tried unplugging the tv and leaving it off for a while and plugging into a different outlet with no success. What is the issue here. Is it possible it the issue is with something other than the tv panel itself? This is a 55 inch Sony X930E.

hnabi94  since the lines are continuous this is most likely a gate driver IC failure. Those drivers are either on the PCB (that is part of the panel) or soldered to the fine ribbon cables that enter your LCD panel on the right hand side (TCP/COF failed ACF bonding to panel bad connection from driver IC to TCP/COF) So the only two possibilities are either replace the LCD or develop a way of repairing the way the ribbon cables are bonded to the panel (side of the panel not the top). Hard to repair for a DIY’er. If you are going to take it apart, see if you can reach the ribbon cables on the side. Push the cable gently against the LCD at the position where the lines are. If those change you know its the bonding.
