Smart TV and electronics restrict by Power Surge from a lightning close to the house now my TV will not power up

Sounds like your TV might have been burnt by the Surge. Not likely you can fix it.

Take it to a repair shop. Your TV is "toast". Are you home contents insured for lightening strikes?
