iPhone Never Charges When Connected to Power

I Have An iPhone 4 Which is functional but the phone charges then stops and will never charge i purchased a few iPhones As A replacement but i want this one too for my collection but what’s going on?

Is it showing anything on screen like low battery logo or apple logo going on and off?

it is just on the battery 0% symbol

If it's showing a low battery symbol with the plug icon at the bottom even while it's plugged into charger the charger port will need to be replaced.
