Replacing logic board to change function

Is it possible to replace logic board with a wifi only logic board. The ipad is a LTE/wifi model. Thanks to the latest IOS update, my ipad is bricked. ( purchased it from a reseller ( airline luggage) ). Don’t really want to buy another Ipad and apple hasn’t been any help.

The Ipad was purchased used from a Airline Baggage liquidator(at the store). Until the latest ios update 12.1.3 (previous ios was pre-10) There were no problems. It updated itself overnight to 12.xx . When I tried starting up the next morning it came up with the startup for a new ipad. Followed thru the new setup.

First error report, Reported by the Ipad

Your Ipad could not be activated because the activation server is temporarily unavailable

Plugged it in to the PC, Next error report by Itunes

the ipad "bill's ipad" could not be activated because

the activation information was invalid.

2 hours on phone with apple, multiple restores, no progress.
