Battery is not charging

Hi,

I have a problem when charging the battery, when I connected the charger, the red LED is blinking and is not charging, I wonder is it a problem with the charger or the battery? The bike is only 10 months old and the battery was never flat before charging. Help is appreciated. Thank you very much.
