My dsi xl wont register that its plugged so it wont charge so i cant turn it on what do i do

Can you confirm that the power adapter is working? Can you check it with a multimeter?

I do not have a multimeter is there a way to check it without one

do you have another device that uses the same pin as the ds? If you do, try charging it with that and seeing if the charger works on another device.
