Is my problem Touch IC or LCD?
Is my problem TOUCH IC? i have replaced it 2 weeks ago and the phone works fine until today this happened. Now i’m not sure if this is TOUCH IC issue or LCD or something else.

What was replaced two weeks ago; the Touch IC’s or the LCD?
If you had micro-soldering work done on it, then go back to (or contact) your repair shop to see if they can take a look at their work. It’s not showing symptoms of Touch Disease so this could be a screen problem, a problem related to the micro-soldering work or a coincidental problem that has nothing to do with any of this.

They replaced the touch ic 2 weeks ago and I did go back to let them know the issue persists they said it may now be lcd but they tried to replace it and still this happens. They have said it may also be display ic? i’m not sure what really is my problem now
IMHO they need to repair it to determine the true cause. If the it is related to the original repair or collateral damage from that repair, then they should cover it under warranty.
Stuff like this happens and good shops will stand behind their work. Low cost or inexperienced shops/techs will always find a way to blame the customer or something else...

Yeah. Sort of what happened so I end up going to a new shop and after they run tests said it is display ic and have 50/50 chance of being fixed or end up non usable since it was beside cpu
