It depends… Have you tried recovery services yet to see if you can re-install the OS?
If that fails then it’s likely the logic board will need to be replaced.
What happened to your system are you getting any response when you startup the system?
Update (09/28/2018)
Setup an external boot drive (USB-C drive) following the OS Installer.
You’ll want to download the OS installer from the Apps Store, you’ll also want to copy over the OS installer as you’ll need it to re-install the OS. Then when you restart your system holding the Option key so you can select your external drive.
Once the system is booted up off the external lets do a full wipe of your internal drive.
If you don't have a backup nows the time! Make sure the external is big enough to hold your internal drives data and use TimeMachine.
OK, at this point anything on your internal will be lost! Using Disk Utility from the external drive. Select your internal drive and click erase, then click on the Security Options button, we only need the Fastest option. Click on the OK button and click Erase button to begin. Once done reboot your system and this time run the OS installer to install a fresh copy of the OS onto your internal drive.
You should be able to reboot your system and have the internal running. Don’t migrate your stuff over from your TimeMachine back up yet. Lets see how your system works with just the OS on it.

It recovers then goes back to flashing file with question mark after shutdown or sleep.
