Tv won’t turn on. No standby/flashing standby light sometimes

Ive unplugged the TV from the wall and let it set for a while. It use to power back on after letting it sit for a few min. Now after we turn the tv off and unplug it from the wall and plug it back in the red LED standby light will flash but never is steady on therefore the tv won’t turn on. I’ve read some forums but can’t figure out if it’s the main board that is bad or the power board. With the back of the tv off and plugged into the wall the tv screen backlight comes on when the main board and power board aren’t connected. When I connect the two the backlight goes out. There is no red standby light still but it will flash when the two are connected. The pics below show the back light on with the two boards not connected and off when they are. I tested the volt of the standby circuit and it read 5volts on one of the two pins 13 and 14. One of them wasn’t 5 volts. Not sure if it’s 13 or 14. Pictures below. I’d love to save money and replace a board. Please help.

Update (08/27/2018)

Just did one more check with my new volt meter. With the cable that connects the main board to the power board connected when I test the pin(see picture) 13/14 I get 0.0 volts.

When I disconnect the cable the backlights come on and when I test the same pin I get 5.36 volts. So is this a main board or power board issue?

Usually when the standby light does not come on at all, the problem is with the power board. However, with the cable disconnected from the main board, you are reporting that the back light and the 5V line are working. This suggests that there is a problem with the main board that is loading down the 5V standby line. I would start by replacing the main board. The standby supply provides power to the CPU (on the main board) as well as the IR receiver such that you can use the remote to turn on the set. With the 5V loaded down (effectively not present), this can not happen. Contrary to popular belief, the power switch on the set does not turn on the set, it tells the CPU to turn on the set in a similar manner to the remote. This is also why any attempt to power on the set with the power button will also fail.
