3D Touch query iPhone 6s

I want to replace my iPhone 6s display

I want to know

is the 3D Touch layer preinstalled in the new OEM display from ifixit

or does it have to be removed from the original display

The screens from iFixit have the 3D touch panel incorporated in the screen assembly.

You need only to transfer: the home button, the metal plate covering the 3D panel, and the front camera assembly.

This is true, but my replacement only works intermittently. Like it's technically there but I have found it to be unusable on my replacement screen (which makes me sad because I liked that feature).
