asus gtx 970 fan at 100% while idle

my asus gtx 970 fans are at 100% speed when idle and makes so much noise.

sometimes it goes back to regular speed and then again goes to 100%.

aus gtx 970

mobo: asus z87-a

i7 4470

12gb ram

windows 10
