thumper3161 what make model and year is this cart? Have you tried to possibly prime the carb by pouring a bit of fuel in either the carb itself while trying to start it or the float bow?

You need to look into what type of fuel transport you have: a) gravity b) electric pump of c) mechanically driven from engine camshaft etc. Also sometimes vehicles that only get sporadic use can get clogged up with crud in the fuel tank and running it fully out can lead to coating any mesh sock type filter at the intake point inside the tank with particles that could lead to problems getting the pumping of fuel going again. If you suspected this might be a factor for you... I suggest filling about 1/2 tank full and rock the cart as violently as you can to try and knock some of the possible accumulation off the intake filter element. Then some normal attempts to start the engine might get the pumping going again. If that works you should still of course take the appropriate steps to clean the intake filtration point (if it even has such) correctly.

Thumper try blowing compressed air backward from the filter into the tank to get fuel moving . Next replace the filter with new one as ethanol in fuels can cause them to plug up if there given a chance to dry out. make sure you have fuel flow through the filter then squirt a bit of fuel into the carb to help it a start once the engine runs a bit it will make vacuum to draw fuel. Hope this helps
