My Samsung galaxy s7 edge goes on and off on its own. It also wont keep a charge for very long. what is causing this issue? How to fix it?

The issue is likely to be caused by the battery going bad.
Usually when a battery goes bad over time, it can't supply enough sufficient power to the phone when the battery drops below a certain percentage.

Edit: There is also an app called Phone info (Samsung) that allows you to check battery information for:
- Battery Cycles: This can be used as an indicator of how heavily the battery has been used over time. Around 600 or more cycles is when a battery should be replaced if the user experiences any rapid battery drain.
- Battery Health: This is the reported health of a battery's lifespan, the lower it is the faster the battery will drain.

I have replaced the battery and factory reset the phone

Sounds like it may be a board-issue then which would end up costing too much as board-level repairs generally run up to $80-$150 or even more.
Have you checked the logic board for any signs of liquid damage? Also check under the shields, if I remember correctly some of these metal shields are removable without needing heat to remove them.
